The Byford Health Hub aims to provide an innovative approach to service delivery, where services are connected in the way they run to support a coordinated experience for the consumer, across all levels of care.
Scheduled to open in 2026/27, the Hub will:
- deliver a place-based model of health and social care tailored to the needs of the Shire of Serpentine Jarrahdale.
- provide the opportunity for service providers to utilise full-time or sessional space, alongside East Metropolitan Health Service services.
- seek commitment from all Hub service providers to offer an integrated approach to care in accordance with the Byford Health Hub Charter.
- be positioned to meet the needs of local community now, and as it evolves into the future.
Hub services are expected to include primary health care, mental health, child and adolescent health, aged and disability supports, allied health, as well as a range of other community health and social services.

More opportunities to become involved will be advertised closer to the Hub’s opening date.
The Hub is an opportunity to deliver your services in a true ‘place based’ model of health and social care in the Shire Serpentine Jarrahdale region by:
- using space within the Hub under a licence and/or lease agreement; and
- being part of the Integrated Service Delivery Model to meet the needs of the local community now and as it evolves in the future.

1 When will Hub service providers be selected?
In 2026, subject to building completion timeline.
2 How will Hub service providers be selected?
The Hub will be underpinned by a multi-sourcing model to strike a blend of health and social services provided by WA Health and non-WA Health service providers.
In the future, interested non-WA Health service providers will have the opportunity to apply to be part of the Hub, with submissions assessed according to:

3 What are the benefits of delivering services in the Hub?

4 What was the Request for Information for the Hub?
An RFI was released from September to November 2023 to identify interested service providers who may want to operate from the Hub and to gauge their needs. These RFI results will inform the type of agreements, contracts, and designs for the Hub.
5 Will I be paid by EMHS to deliver a service at the Hub? What are the leasing/licencing costs?
No, the Hub will not have capacity to provide funding for services. EMHS is seeking service providers with the capability, resources and financial capacity to deliver services from the Hub and to be responsible for tenancy costs of leasing/licencing office space. Leasing/licencing costs will be based on commercial market rates for the local area.
6 How much will it cost for my service to be delivered from the Hub?
The proposed model is likely to be a lease or licence arrangement with a fee for each space, calculated on commercial market value, service considerations, amenities etc. Other sessional and one-off room hire charges will be incorporated into a standard fee structure. The exact cost will be determined closer to the Hub’s opening date.
7 Will there be an opportunity to influence how the Hub Integrated Service Delivery Model will work in practice?
Service providers were invited to provide feedback on the Model as part of the RFI process in 2023. Closer to the Hub’s opening date, service providers involved in the Hub will be encouraged to explore innovative models of care and shared care pathways.
8 Will services need to be financially accessible for consumers?
Ideally, services should be affordable for community members. Out-of-pocket costs for consumers should be low and bulk billing should be available. where possible.
9 How long will agreements be in place for?
The RFI process will continue to help with the assessment of the length of agreements. Following a publicly open request process, EMHS will engage with each tenant as part of a future agreement negotiation process.
10 Can I register to deliver services in partnership with another provider (i.e. as a consortium)?
Yes, service providers are welcome to register services as a consortium in partnership with another provider.
11 Will there be an opportunity to influence the physical design of the Hub?
Service providers were encouraged to share any key infrastructure design elements they require to deliver services as part of the RFI process in 2023. These will be considered where possible as part of the lease and/or licence arrangement in the future.
12 Will there be potential opportunities for collaboration, research and funding for service providers in the Hub?
Research opportunities do not currently exist, however as part of an Integrated Service Delivery Model, it is intended for providers to collectively apply and collaborate across research and innovation opportunities where relevant.
13 Will there be opportunities for services that operate for free to run sessions to hire or use spaces in a flexible format (eg monthly)?
The Hub model will have opportunities for organisations and services who require casual and irregular use of services. The number of hiring spaces will be determined once the fulltime and part time tenant arrangements have been finalised.
14 Will there be future opportunities to integrate with the Hub via outreach and flexi-room rentals?
Yes, there will be another opportunity to openly submit for tenancy of smaller and flexible rooms in the future.
15 Will there be employment opportunities?
Closer to when the Hub opens, WA Health jobs will be advertised on the Jobs WA website (external website).
