Scheduled to open in 2027, the Byford Health Hub will:
- Offer service providers an opportunity to rent fully fitted suites ready for occupation, alongside WA Health services.
- Enable an integrated approach to service delivery, where services are connected in the way they run to support a coordinated experience for the consumer.
- Provide a service mix designed around the needs of the local community.
Hub services are expected to include a mix of WA Health outpatient, child health, pathology collection, urgent/primary care, mental health, community health and social services delivered by a range of public, private, and not-for-profit providers.
Future opportunities
Opportunities to occupy the Hub under a lease or licence agreement will be advertised throughout 2026 and 2027.

2 What are the benefits of delivering services in the Hub? Service providers who deliver services from the Hub will enjoy a range of benefits including:
3 Will I be paid by EMHS to deliver a service at the Hub?
No, under the Hub’s model, EMHS will not provide funding for services. EMHS is seeking service providers with the capability and resources to deliver services from the Hub and to be responsible for occupancy (i.e. lease or licence) costs to utilise space in the Hub. Occupancy costs will be based on commercial market rates for the local area. Clinical and financial governance will remain with service providers that occupy the Hub.
4 How much will it cost for my service to be delivered from the Hub?
Service providers will have the opportunity to utilise space within the Hub under an occupancy agreement such a licence or lease. Occupancy costs will include a fee for each space, calculated on commercial market value, service considerations, amenities etc. Other sessional and one-off room hire charges will be incorporated into a standard fee structure. The exact cost will be determined closer to the Hub’s opening date.
5 Will services need to be financially accessible for consumers?
Ideally, services should be affordable for community members. Out-of-pocket costs for consumers should be low and bulk billing should be available where possible.
6 Can I register to deliver services in partnership with another provider (i.e. as a consortium)?
Yes, service providers are welcome to register services as a consortium in partnership with another provider(s).
7 Will there be an opportunity to influence the physical design of the Hub?
In 2023, service providers were invited to share key infrastructure design requirements as part of an initial RFI. Where possible, these have been incorporated into the Hub’s design (alongside input from EMHS subject matter experts).
The Hub’s Detailed Design was finalised in early 2025, as such opportunities to influence the physical design of the Hub going forward will be limited. The Hub’s flexible-use spaces are however designed to ensure they can continue meet the changing needs of the community over time.
Occupants will be responsible for supplying consumable items and specialised equipment for their service. Storage capacity will be negotiated prior to commencement.
8 Will there be potential opportunities for collaboration, research and funding for service providers in the Hub?
Research opportunities do not currently exist, however as part of an integrated service charter, it is intended for providers to collectively apply and collaborate across research and innovation opportunities where relevant.
9 Will there be employment opportunities at the Hub?
Closer to when the Hub opens, WA Health jobs will be advertised on the Jobs WA website.
A Conflict of Interest is a situation arising from conflict between the performance of public duty and private or personal interests. They may be actual or be perceived to exist or potentially exist at some time in the future.
Service providers and community members are required to disclose any Conflicts of Interest (COI) as part of the terms of their membership on committees, groups, panels, or any other involvement in the BHH.
If you are not employed by WA Health and have a potential Conflict of Interest to declare, please submit a Byford Health Hub COI Notification Form (non-WA Health).
If you are a WA Health employee, you are required to submit your COI declaration via the Department of Health Conflict of Interest Register (COIR).

Enhanced Primary Mental Health service
In April 2023, a Request was advertised seeking to establish an in-principal tenancy agreement (Licence) with a non-WA Health provider who specialises in Enhanced Primary Mental Health (EPMH) services to operate at the future Byford Health Hub. The Request was open for 7 weeks, from April to June 2024.
This Request process is now closed. Future opportunities to be part of the Byford Health Hub will be advertised closer to the Hub’s opening date.
